Download voices for Text-to-Speech

In this article you will learn some ways to download new languages for the Text-to-Speech feature in different versions of Windows. So if you are one of the customers using OneNote Learning Tools, Learning Tools in Word, and Read Aloud in the Editor pane in Office and the Microsoft Edge browser, this article is for you.

How can I install a new Text-to-Speech language in Windows 10?
By using Windows 10 settings you will be able to download the desired language and then set your speech language.
Follow the next steps to install it:

1) Select the Start button, and go to Settings.
2) Once in the Windows Settings box, select Time & Language.
3) Go to Region & language and then select Add a language.
4) You can now choose the language you want from the list. The language will begin to install.
5) Once the new language has been installed, you should go to the Region & Language list and then select Options.
6) Then go to the Language options and select the desired downloads (Language pack, Handwriting, and keyboard).
7) If you need to change your default speech options you have to start by selecting Speech.
8) Now you have to adjust your speech options:

  • Speech language select the dropdown to choose your desired language.
  • Recognize non-native accents for this language: to activate this feature check the box.
  • Text-to-speech: you can change your default voice, the speed of the voice, and preview the voice

9) Finally, click on Get started, you will find it in the Microphone section. You can now walk through the Cortana mic setup.

How can I install a new Text-to-Speech language in Windows 8.1?
If you are a Windows 8.1 user, do the following:

1) Go to Control Panel.
2) Click Language.
3) Click Add a Language.
4) It will open a list, you have to click the language you want to add. Then click the Add button at the bottom of the list.
5) Click download under the language you’ve added and install language pack.

Now Windows will download and install the language pack. You may be prompted to restart your PC.

Once you have restarted your PC, the new language will be available for Text-to-Speech. Also, the Learning Tools Immersive Reader will recognize the text on the page and read it in the correct language.

Third-party Text-to-Speech languages
Some Additional Text-to-Speech languages can be purchased. The third-party providers are Harpo Software, CereProc and NextUp.

Windows want to make sure that you understand that they does not endorse any particular third-party software. They cannot offer any support for their installation and use.

Open Source Text-to-Speech languages
In eSpeak there are many Free Text-to-Speech languages that can be downloaded. These languages work on Windows 7, probably they will not work on Windows 8, Windows 8.1, or Windows 10.

Download eSpeak languages

1) Go to http://espeak.sourceforge.net/download.html.
2) Download the “Compiled for Windows” version, titled setup_espeak-1.48.04.exe.
3) Once the download is finished, you have to click Next at the first Setup screen to begin installation.
4) Confirm the installation path and click Next.
5) Finally, enter the two-letter code for the language and flag that you want to install. In the next picture the languages selected are English, Spanish, Polish, Swedish, and Czech:

If you want to use alternate voices for a language, you can select additional commands to change various voice and pronunciation attributes. So any of the language voices have variants that can be applied by appending a plus sign (+) and a variant name. For male voices the variants are +m1, +m2, +m3, +m4, +m5, +m6, and +m7. The variants for female voices are +f1, +f2, +f3, +f4, and +f5. Some voice effects can also be chosen such as +croak or +whisper.

6) After clicking next twice, click Install.
